Regulatory pathway
The UK route to market, stated plainly
Any regulated veterinary medicines activity in the UK sits inside a clear framework. This page sets out the framework as it applies to online retail, and what a future operator of PetChemist.co.uk would need to hold before trading in regulated products.
Position statement
PetChemist.co.uk is not currently registered with the VMD as an internet retailer of veterinary medicines. It holds no premises registration, no professional supervision arrangements, no wholesale or supplier authorisations, and no accreditation of any kind. No regulated activity is taking place, and none would begin until every applicable approval was in place.
Classification
UK veterinary medicine classes
Classification determines who may prescribe or supply a product, and under what conditions.
POM-V
Prescription Only Medicine - Veterinarian
Prescribed by a veterinary surgeon for animals under their care. Supply requires a valid prescription and appropriate registration.
POM-VPS
Prescription Only Medicine - Vet, Pharmacist, SQP
May be prescribed by a veterinary surgeon, pharmacist or suitably qualified person following an assessment.
NFA-VPS
Non-Food Animal - Vet, Pharmacist, SQP
No written prescription required, but supply must be made by a veterinary surgeon, pharmacist or SQP with appropriate advice.
AVM-GSL
Authorised Veterinary Medicine - General Sales List
Available on general sale, though clear and accurate product information still applies.
Compliance considerations
What a future operator would need in place
Presented as prerequisites, not as achievements. Each item would need to be satisfied and evidenced before regulated supply.
- 01
VMD registration for internet retail
UK retailers selling POM-V, POM-VPS or NFA-VPS veterinary medicines over the internet must be registered with the Veterinary Medicines Directorate, and appear on the VMD's published list of accredited internet retailers.
- 02
UK-authorised medicines only
Products supplied must be authorised for use in the UK. Sourcing, authorisation status and labelling all need to be verifiable.
- 03
Appropriately registered or authorised premises
Medicines must be supplied from premises that are appropriately registered or authorised for the classes being handled, with suitable storage, cold chain where required, and traceability.
- 04
Professional oversight of prescribing and supply
Prescription decisions, supply and the advice given must involve the appropriate professionals - veterinary surgeons, pharmacists or SQPs - as the classification requires.
- 05
Record keeping and traceability
Prescription records, batch traceability, adverse event reporting routes and audit trails must be in place before regulated supply begins.
- 06
Advertising and content governance
Promotion of veterinary medicines is constrained by classification. Medicines-related content requires review, versioning and professional sign-off.
- 07
Data protection
Owner and animal data, including prescription information, requires lawful bases, minimisation, security and defined retention under UK data protection law.
- 08
Product liability and insurance
Appropriate insurance, complaint handling, recall procedures and defect reporting are all prerequisites for a regulated operator.

A staged, compliance-first sequence
Stage 1
Content, brand and general-sale wellness and nutrition lines only. No regulated medicines activity.
Stage 2
Establish the operating structure: registrations, premises, professional oversight and standard operating procedures.
Stage 3
Introduce NFA-VPS and POM-VPS supply with appropriate professional involvement.
Stage 4
Introduce POM-V prescription fulfilment with validated workflow, records and audit.
An acquirer that already operates regulated supply infrastructure may be able to compress stages two to four considerably. See acquirer operating models.
